COUNCIL
Norristown is governed by Municipal Council which consists of seven members representing each of the voting districts in the Municipality. There are four districts and three at large seats. Council directs the activities of the Municipality through the appointed Municipal Manager, who in turn supervises all departments. As of January, 2006 Norristown no longer has a Mayorial position. The Municipality is now a strong council form of government. All serve four year terms, and are eligible for reelection twice. On the first Monday of January in each even numbered year, Municipal Council conducts a reorganization meeting where they elect a President and Vice President of Council. Council meets the first and third Tuesdays of each month. All members of council are part-time. The agenda is posted under calendar of events on our website 72 hours prior to the meetings.

The Administration Department, which is headed by the Municipal Administrator, David Forrest, as Chief Executive Officer, is responsible for overseeing all departments within the Norristown Municipality and works to provide the residents of Norristown a progressive, efficient, economical and responsive government. This department is responsible for preparing and setting of the Municipal Council’s agenda and general correspondence.

The Administrator, with the advice of the administrative staff awards contracts for purchases after taking into consideration several factors such as cost and quality and availability of the product or service. The bid opening is open to the general public.

FINANCE
The Finance Department is responsible for all cash transactions, disbursements, employee benefits, and employee payroll. The department collects the current year Municipality and County Real Estate Taxes and trash hauling fees.

PUBLIC WORKS
The Department of Public Works is comprised of Streets Department, Parks Department, Public Property maintenance and the Recreation Department.

The Public Works Department provides the following services:
-Sweeping is done daily - weather permitting
-Storm line Cleaning - as needed
-Leaf Collection - during the fall
-Snow Plowing/Snow Removal - during the winter months
-Paving and/or Reconstruction of streets
-Storm Water line Maintenance
-Traffic Light Maintenance
-Traffic Sign Maintenance
-Line Painting

Also, the Public Works Department maintains over 300 acres of parks and Municipal properties. This includes 17 fields for baseball, soccer and other activities. Our parks offer playground equipment for tots and youths throughout the Municipality.

STORMWATER MANAGEMENT

An MS4 educational presentation entitled, "When It Rains, It Drains" will be
provided to the Borough Council, Administrative Staff and public on
December 19, 2006 at 7:30 PM in the Council Chambers. Click here to view a powerpoint copy of the presentation material.

The Public Works Department is currently involved in updating the Municipality Municipal Separate Storm Sewer System (MS4) Program which is administered by the Department of Environmental Protection. One of the PADEP's requirements is to develop a Public Education and Outreach program to educate the community on the pollution potential of common activities, and increase awareness of the direct links between land activities, rainfall-runoff, storm drains, and their local water resources. Most importantly the requirement is to give the public clear guidance on steps and specific actions that they can take to reduce their stormwater pollution-potential. CAPITAL STREETS IMPROVEMENTS PROJECT
The Municipality will be continuing with its road improvements project in 2008. This is a project that was first undertaken in 2006. Different streets in order of priority will continue to be targeted including ADA handicapped accessibilty ramps. PARKS & RECREATION
The Recreation Department provides programs for children and adults throughout the year. Our Barone Complex offers two new NAA Fields and a girl’s softball field. Latshaw Field is a host to NAA, high school, College and Semi-Pro teams during the baseball season. We also have an adult Softball field on Weirman Field which various teams use. Our Parks offer Bocce Ball, Volleyball, and Horseshoes as activities where residents can join in league play.

All programs offered are in need of Coaches, Sponsors and Umpires.
