The Department of Planning and Municipal Development is responsible for preparing and implementing plans to encourage economic and community revitalization within the boundaries of the Municipality. The Department also administers land use registration permits (Zoning) and guides applicants through the Zoning Hearing and the Land Development/Subdivision process.
In addition to annually administering over $2 million in Federal, State, and County grant funds, the Department is responsible for developing and implementing projects in accordance with:
- Norristown's Comprehensive Plan
- 5-Year Consolidated Plan and one Year Action Plan
- Norristown Economic Revitalization Strategy (NERS)
- Riverfront Redevelopment Plan for the Riverfront Area
- Open Space Plan

Long Term Strategies/Objectives
- Improve the economic base of the community so that Norristown will become economically self-sufficient to an extent that will allow the local government to provide an adequate level of services to all its residents.
- Enhance neighborhood values by keeping them physically sound and visually attractive, and by providing recreational facilities and other amenities that will have a positive effect on the quality of life. And also eliminate conditions detrimental to the public's health safety and welfare.
- Preserve and enhance the unique historic, architectural, and cultural features that characterize Norristown.
- Improve the economic base of the community so that Norristown will become economically self-sufficient to an extent that will allow the local government to provide an adequate level of services to all its residents.

Zoning
The Director of Planning is also the Zoning officer, and makes zoning determinations based on the Norristown Zoning Ordinance which is derived from the Municipalities Planning Code. Zoning determinations are not rendered verbally but as an applicant, you are required to submit your request for a determination in writing to the Zoning Officer:
