[ARCHIVED] Municipal Building/Codes Manager appointed to state construction code review board

Gov. Tom Wolf in early March appointed Norristown Building Code Official & Code Enforcement Manager Amrinder Singh to the state’s Uniform Construction Code Review andAmrinder Singh, CCEA, MCP, CBO Advisory Council (UCC RAC).

 

According to the state, the 21-member council represents industry sectors that participate in the various aspects relating to building including building component design, construction, building code enforcement and local government representation. The council is charged with making recommendations to lawmakers and state agencies regarding proposed changes to the Pennsylvania Construction Code Act (PCCA). The Council is also charged with reviewing the most recent triennial building code updates published by the International Code Council (ICC).

 

Norristown has adhered to the Uniform Construction Code for building standards since April 2004. 

 

Singh thanks the governor for the appointment.

 

“I look forward to serving on the UCC RAC and working with the RAC members to provide recommendations to the governor, the General Assembly, and the Department of Labor & Industry regarding building, mechanical, electrical, plumbing, fire, and energy code updates which will further promote and increase building safety in Pennsylvania.” said Singh. 

 

Singh has over 15 years of experience in the construction and building safety/code enforcement industry. Before his appointment in June 2018 as the building code official & code enforcement manager for Norristown, he served in the same position in Steelton Borough, and as a code enforcement supervisor before that for the City of Reading. Singh serves on several boards and committees for organizations including the International Code Council (ICC), International City/County Management Association (ICMA), and the Pennsylvania Association of Building Code Officials (PABCO).

 

Education, training, and certification is an important part of Singh’s career in building safety. He has obtained the ICC Master Code Professional Credential, the highest level of certification and designation for code officials (he is one of less than 100 in the entire Commonwealth and less than 1,000 nationally to hold such certification). He was the first to obtain and is currently the only code official in Pennsylvania to hold the following credentials: Certified Code Enforcement Administrator; Certified Code Enforcement Officer; and Certified Sustainability Professional. Singh was also the first in Pennsylvania to obtain the Building Code Specialist Designation (currently less than 90 in PA) and the first to obtain the Housing & Zoning Code Specialist Designation (currently less than 15 in the state).


A few of Singh’s accomplishments since his tenure in Norristown include obtaining accreditation from the American Association of Code Enforcement (AACE) for Norristown’s Code Enforcement Operations – the first code enforcement program in Pennsylvania to become nationally accredited by AACE and only the second in the entire country to receive this distinguished recognition – being recognized by Engaging Local Government Leaders (ELGL) as a Top 100 Government Influencer in 2020 (Ranked #3), Pennsylvania Association of Boroughs (PSAB) 2020 Award Winner (1st Place, Department Annual Report), and significantly improving Norristown’s Insurance Services Office (ISO) Building Code Effectiveness Grading Schedule (BCEGS) classification.
