The Municipality of Norristown at the regularly scheduled June 15, 2021 Municipal Council meeting adopted Ordinance 21-06, approving the establishment of the Norristown Stormwater Authority (NSWA) for the term of existence of fifty (50) years. This authority's main focus is to establish and set a fee for stormwater management what will be applied to all properties in the Municipality to equitably address and enhance the stormwater management program of the Municipality. The Municipality at the regularly scheduled August 4, 2021 Municipal Council meeting appointed the inaugural members of the Norristown Stormwater Authority (NSWA) by Resolution 21-64.
In the coming weeks, you will receive a mock bill for information purposes only, showing what your anticipated monthly stormwater fee would be, based on the recommendations of the Stormwater Advisory Committee. You will not be required to pay a bill in 2022 because the Municipal Council has already covered 2022 costs with American Recue Plan Act (ARPA) funds so that property owners would not have to immediately assume the costs. Actual bills will be issued beginning January 2023.
Also, in the coming months, the public will be notified of a series of four public meetings (one in each Council District) to educate residents on our stormwater infrastructure issues and get input on the proposed stormwater fee. These meetings are scheduled for the following dates at 6:30 p.m. at these locations:
March 29, 2022 - Eisenhower Middle School, 1601 Markley St.
March 31, 2022 - Hancock Elementary School, 1520 Arch St.
April 12, 2022 - Norristown Recreation Center, 1101 Harding Blvd,
April 14, 2022 - Montgomery County Intermediate Unit, 2 W. Lafayette St.
Attached for your information is a flyer on the stormwater utility fee. Depending on the status of Commonwealth COVID-19 regulations, the meetings may be virtual.
